No employer licence is needed — the role itself has to qualify
Estonia keeps no register of licensed sponsors because it does not need one: any employer can hire a skilled foreign worker if the job clears the route’s bar. For the Estonian short-term employment / residence permit for work, that bar is an annual gross salary of about EUR 22,800. A posting clearly paying below it is excluded, for the same reason a posting that says “no sponsorship” is.
ICT roles are exempt from Estonia’s annual immigration quota, which is the single biggest practical advantage for a tech hire. Salary must at least match the Estonian average wage.
